Milton Heath joined the Institute
of Government in 1957. Since 1960 he has advised and taught generations of state and local officials and graduate students on environmental law. From 1959-1984, he was sole or principal draftsman of most of North Carolina's
environmental and natural resources legislation. He has also served as standing committee counsel to several Senate and House committees. Heath has been an international consultant in several countries
including England, Scotland, Australia, Guatemala, New Zealand, and Kenya, and he has written international papers on air pollution control in Germany and Canada. In 2004 he was inducted into the Hall of Fame of the Southeastern States Association of Conservation Districts. His publications include seven law review articles and many environmental and conservation law guidebooks, articles, and bulletins. Heath earned an AB from Harvard and LLB
from Columbia University.
