Vaughn Upshaw joined the School of Government in 2004. Prior to that, she was a clinical assistant professor in the Department of Health Policy and Administration at UNC-Chapel Hill's School of Public Health. She also served as director of the Public Health Leadership (PHL) Doctoral Program in the School of Public Health. From 1987-1993, she helped establish and then directed the Association for North Carolina Boards of Health (ANCBH). During her tenure with ANCBH, Upshaw helped create the National Association of Local Boards of Health (NALBOH). She served as president of NALBOH and was a member of the Public Health Foundation's board, Turning Point's Public Health Law Collaborative, National Association of City and County Health Officials' workgroups, and the Centers for Disease Control and Prevention's National Public Health Performance Standards Program. Upshaw earned a BA from Ohio Wesleyan University, an MPH and DPH from the University of North Carolina at Chapel Hill, and an EdD from North Carolina State University.
