Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

Gordon Whitaker was a member of the faculty at the School of Government from 1976, then the Institute of Government, to 2012. He directed the MPA program in the UNC Political Science Department and championed its move to the Institute of Government. He wrote Local Government in North Carolina, a primer widely used as a civics text in North Carolina's public schools. He was also instrumental in the creation and development of the Civic Education Consortium. Areas of expertise included civic engagement, governmental work with nonprofits, and public administration. He earned a PhD from Indiana University.
