Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

Richard Whisnant joined the Institute of Government in 1998. Prior to that, he was general counsel with the NC Department of Environment, Health, and Natural Resources. He had previously practiced environmental law with Robinson Bradshaw & Hinson in Charlotte, North Carolina, and was a clerk for the Hon. Sam J. Ervin III on the US Court of Appeals for the Fourth Circuit. Whisnant earned a B.A. from the University of North Carolina at Chapel Hill and an M.P.P. and J.D. from Harvard University.
