2009 Legislation Related to Planning, Development, and Land Use Regulation

The 2009 session of the General Assembly adjourned on August 11, 2009. The following is a list of bills related to planning, land use regulation, environment, transportation, and similar matters introduced in the 2009 session of the North Carolina General Assembly. For the most part, individual appropriation and study bills are not listed as any to be approved are grouped in the budget bill or omnibus study act.

House bills are listed first, followed by Senate bills. The last action taken in each house is indicated. "Comm. fav." indicates the bill was reported out of a committee with a favorable recommendation (and "Comm. rept." indicates the bill was reported without a recommendation), but no floor action was taken. "Passed" indicates the bill passed third reading in the indicated house. "Conf." means that a conference committee has been appointed to resolve differences in the House and Senate versions of the bill, but no conference committee report has yet been adopted. For bills that became law, a session law chapter number is included in the last column.

The 2010 session will convene on May 12, 2010. Bills that passed the chamber in which it was introduced by May 14, 2009 (the "crossover deadline") are eligible for further consideration in 2010, along with budget amendments and noncontroversial local bills. The bill number for these bills are italicized in the Bill Number column below. For a list of bills apparently eligible under the crossover provision, click here.
