Legislative Information

There are two sets of links listed below, one for annual legislative summaries and the other for lists of bill introduced in recent legislation sessions. The first set of links are to bulletins that summarize legislation enacted each year related to planning, land use regulation, transportation, housing, and related topics. The second set of links below are to a listing of individual bills introduced in recent sessions of the General Assembly and the status of those bills in the current session.

In addition to the SOG materials, the General Assembly maintains several web-based resources regarding legislation. These include an online edition of the General Statutes (note, however, that there is generally a six month lag between adoption of amendments and their incorporation into the online edition), an online link for enacted session laws, and the current status of each bill that has been introduced (searchable by bill number or key word; also contains links for votes on bills).

This first set of links are to bulletins that summarize legislation related to planning, land use regulation, transportation, housing, and related topics in each legislative session:

• Bill List 2008 -- The 2008 session of the North Carolina General Assembly convened on May 13, 2008. A listing of bills being considered, with the regularly updated status of each indicated
• Bill List 2007—A listing of bills of interest to the planning community introduced in 2007, with the final action indicated.
• Bill List 2006—A listing of bills of interest to the planning community introduced in 2006, with the final action indicated
• Bill List 2005—A listing of bills of interest to the planning community introduced in 2005, with the final action indicated

The Institute also publishes an annual overall summary of legislation enacted. These books, North Carolina Legislation, are also available online (click the title for a link).

In addition, there are more detailed background materials available regarding the major revisions to the planning and development regulation statutes made in 2005, most of which became effective January 1, 2006. Materials on major 2005 update of planning legislation:

• Checklist of potential ordinance amendments needed to address 2005 amendments -- table with list of potential changes, statutory and bill section cross-references, brief explanation of items, and brief notes on how these changes relate to local ordinances (mandates, options, etc.)
