North Carolina's Educational Service Delivery Model for Children with Hearing or Visual Impairments - View Draft Report [PDF, Word]
This is the FINAL (3/17/08) draft of our report on North Carolina’s educational service delivery model for students with hearing and/or visual impairments. It is based on a review of key legal statutes; site visits and meetings with administrators, teachers, parents, and students at several NC school districts and residential schools for the deaf or blind; research and interviews with major national organizations and policy leaders; 14 focus groups involving state agency officials, school administrators, teachers, and parents; and a web survey for parents of students with hearing and/or visual impairments. In sum, over 450 North Carolinians provided information for this report.
