Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

Julia Cavalier joined the UNC School of Government in 2018 and has worked in various data-related positions at the Environmental Finance Center. Before coming to UNC, she had 15 years of experience in the water sector and 13 of those years spent with the Public Water Supply Section of the North Carolina Department of Environmental Quality. Cavalier has a B.S. in biology from Duke University, a M.S. in environmental engineering from North Carolina State University, and a Master’s of Science in Information Science from the University of North Carolina at Chapel Hill. She is a North Carolina-licensed professional engineer.
