Project Director, Environmental Finance Center

As project manager for the School of Government's Environmental Finance Center, Justin Nolan provides technical assistance in utility finance for small towns in North Carolina, working with businesses to lessen their environmental impact and conducting research for utility projects across the state.

He joined the School of Government in 2023. Nolan earned a bachelor's degree and from UNC-Greensboro and a master's degree in city and regional planning from UNC-Chapel Hill. Prior to obtaining his master's degree, Nolan was a high school teacher in North Carolina for more than 10 years.
