During the seventh Evening at the School of Government, criminal and forensic investigator Paul Bieber explored the misidentification of an accidental fire as an act of arson. Mr. Bieber identifies unreliable, quasi-scientific techniques that fire investigators may rely on to determine a fire’s origin and cause, and will prepare attorneys to raise challenges.
