An explanation on the nature and purpose of career status
Handout provided as part of the 27th Annual Health Directors Legal Conference.
In 2006, the North Carolina General Assembly passed legislation directing the Environmental Management Commission to adopt rules for local health departments governing the permitting, inspection, sampling and testing of private drinking water wells. The new legislation goes into effect in July 2008, and environmental health specialists in local health departments will be responsible for enforcing the state's requirements in their respective jurisdictions. This bulletin reviews the scope of the new state regulations and the authority of local governments to adopt more stringent local laws.
