Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

David Lawrence served full-time on the School of Government faculty from 1968, then the Institute of Government, until 2009. While no longer active with teaching and advising, Lawrence continues to be affiliated with the School through his research and writing on local government law, particularly city-county consolidation, incorporation, open meetings, and interlocal agreements. Lawrence earned a BA from Princeton University and a JD from Harvard Law School.

Public officials and others who have inquiries related to public records, open meetings, or municipal annexation should contact faculty member Frayda Bluestein. Inquiries related to municipal and county finance law, municipal incorporation, and utility finance law should be directed to faculty member Kara Millonzi.
