This course is offered on request for officials in specific local governments or for particular groups of local officials and can be designed to meet the capital budgeting needs and interests of the local audience. Topics often covered in the course include organization of the local capital budget process, policies for capital budgeting, identification of capital project needs, prioritization, development and presentation of the capital improvement program, project evaluation and costing, capital financing strategy, financial forecasting, pay-as-go financing sources, debt sources, balancing pay-as-go and debt financing, determining debt capacity, bond ratings, financing economic development, and financing of public-private sector projects.

Attendees

Local government officials who are involved in planning, budgeting, and financing of major capital projects or needs for their jurisdiction; this group could include managers, finance directors, budget staff, planners, local engineers, department heads, and governing board members who made decisions about capital projects
