This workshop provides an overview of the local capital planning, budgeting and finance process. Specific topics addressed include capital improvement planning, identification and prioritization of capital needs, bond ratings, determination of debt capacity, debt and capital financing policies, capital reserves, use of impact fees and other charges to property for capital financing, general obligation bonds, revenue bonds, certificates of participation, role of the Local Government Commission in approving and selling debt, bond counsel, role of financial advisors and investment bankers, capital projects ordinances and other topics
The workshop is intended for city and county managers, finance officers and staff, budget staff, and other local officials who are involved in capital project planning or decision-making. The workshop uses presentations, class discussion, and case studies to address North Carolina laws and the prinicples and recommended practices that are important in capital planning, budgeting and finance
Knowledge and experience level: The workshop offers intermediate to advanced instruction, presenting concepts and information at a level equivalent to university graduate education. Participants should have at least one and preferably two or more years of experience in local government budgeting, finance, or management

Course participants who cancel their registration on or before November 15, 2010, will receive a full refund.
