Strategic Planning and Capital Budgeting for Local Governing Boards

Day 1 of this program provides an overview of your governing board's role in strategic planning and community visioning. You will develop a working knowledge of:

• Key components of strategic planning and community visioning processes
• Guidelines for conducting a planning retreat
• Tips for contracting with facilitators
• Ways to monitor and evaluate the outcomes of your plans once they are adopted

Day 2 focuses on capital improvement planning, prioritization, and financing of capital projects. Relate capital budget, financial assessment, and condition to the implementation of strategic plans. You will develop a working knowledge of:

• Capital needs identification and prioritization
• Project evaluation and decision-making
• Capital financing strategies
• Adaptation of capital budget in challenging economic times
