Section from the North Carolina Personnel Manual. The purpose of this policy is to outline provisions covering the following human resource areas in case of a communicable disease (e.g. pandemic influenza) or other serious public health threat that is declared by the State Public Health Director or the Governor to be a public health emergency:
• Designation of mandatory employees
• Compensation for mandatory employees
• Accounting for absences
• Disciplinary action for failure of mandatory employees to report to work
• Emergency Lay-off Provisions
