A survey of local government financing tools for community and economic development
 

North Carolina communities can select from a wide array of financing tools in their efforts to attract and grow businesses, improve real estate, and build community assets. In order to select the right approach for your development project, it helps to understand the options. Participants in this workshop will learn the basics of economic development financing mechanisms used in North Carolina communities.

Program Topics:

  • Overview of pro forma financial analysis
  • Local government capital financing
  • Tax increment financing (also known as TIF or project development financing)
  • Business improvement districts
  • Incentive programs for Main Street businesses
  • Federal financing programs and tax credit financing
Attendees

Elected officials; city and county managers, assistant managers, and clerks; and community and economic development professionals seeking a greater understanding of the development finance options available to North Carolina local governments.

Scholarships

Scholarships are available for this course. Elected officials may apply for scholarships through the Local Elected Leaders Academy. The application will be available when registration opens.

In addition, members of the Local Government Federal Credit Union may apply for scholarships for School of Government courses through the LGFCU website.

Cancellation policy

Course participants who cancel their registration on or before September 5, 2012 will receive a full refund. Those who cancel on or before September 12, 2012 will receive a full refund, less a $25 cancellation fee. No refund will be made for cancellations made after September 12, 2012. All cancellations must be submitted in writing, as outlined in the School's cancellation policy.
