American Rescue Plan Act Fiscal Recovery Funds: Preparing for April 30 and Beyond

All counties and municipalities received a direct allocation of American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund monies. These funds are subject to detailed eligibility, compliance, and reporting requirements and must be fully obligated by December 31, 2024 and expended by December 31, 2026. Among the reporting requirements, ALL local governments must complete the next Project and Expenditure Report between April 1, 2023 and April 30, 2023. This course will prepare units to successfully report and otherwise document compliance with applicable requirements. Using two project case studies, we will walk participants through everything that is required to determine an eligible project, identify required justifications and documentation, adopt budgets, setup accounting systems and internal controls, adopt and implement applicable policies, track required financial and other information, report on the required elements, and retain appropriate documentation. We will focus on one project in the Revenue Replacement Category, applicable to all local governments and subject to streamlined compliance and reporting, and one project in the Responding to COVID and Its Negative Economic Impacts Category, applicable to local governments receiving over $10 million in ARP/CSLFRF funding, and subject to more complex compliance and reporting.

Follow-up:           As a follow-up to the course, we will be holding open Zoom Office hours for a few hours every day the week of April 24-28, 2023, to troubleshoot issues completing the Project and Expenditure Report. We will post the schedule in the next few weeks.
