Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

Kirsten Leloudis is an expert on public health law.

She joined the School of Government in 2022. As a faculty member, she supports employees of state and local health departments as well as various other public officials with an interest in public health law. Prior to joining the School, Leloudis served as an attorney in the North Carolina Division of Public Health’s Office of Regulatory and Legal Affairs. Prior to her position with the state, Leloudis worked as an attorney for Legal Aid of North Carolina’s medical-legal partnership program.

Leloudis received both a J.D. and MPH from UNC-Chapel Hill, where she was also inducted into the Frank Porter Graham Graduate and Professional Student Honors Society and the Delta Omega Honorary Society in Public Health.
