This report examines the “Municipal Form of Government, 2001” survey results on government structure. The specific focus will be overall form of government, including comparisons of government structure with population and the methods used to legally establish various forms of government. In addition, this report will consider the appointment methods for chief administrative officers in mayor-council governments and the powers afforded them. Concluding the report is a consideration of mayoral powers and responsibilities.
