Evaluation of the NC Dept. of Environment and Natural Resources' Ecosystem Enhancement Program: Phase I Report

This report was commissioned by the North Carolina Department of Environment & Natural Resources (NC DENR). The goal was to work with stakeholder groups to determine a list of potential performance measures that could be used in a future evaluation of the two procurement methods currently used by DENR's Ecosystem Enhancement Program. Those two procurement methods are commonly referred to as Design-Bid-Build (DBB) and Full Delivery (FD). Stakeholder groups included:

- Mitigation Providers
- Mitigation Consumers
- Federal and State Regulators and Watchdog Groups
- Program Administrators and Related Personnel

A evaluation may occur in Phase II. The evaluation may have a scope encompassing more than the two procurement processes.
