Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

Alex Cowell joined the Criminal Justice Innovation Lab in 2022 as research director.

Cowell earned a Ph.D. in economics from UNC-Chapel Hill. He spent several years at RTI International—a private, nonprofit research organization based in North Carolina—building a career in evaluating policies and programs in criminal justice and behavioral health. After briefly serving at a state Medicaid organization, Cowell joined the Criminal Justice Innovation Lab to lead its research and evaluation work. His work helps ensure its activities have a sound evidence base, which is core to the mission of promoting a fair and effective criminal justice system.
