Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

James Hart Robinson serves as an adjunct instructor in the UNC MPA program, teaching Public Financial Management.

Since 2016, Robinson has worked for the North Carolina Office of State Budget & Management (OSBM) and now serves as the Education Team Lead for Budget Execution. Prior to working at OSBM, he worked for the Rural Advancement Foundation International, North Carolina General Assembly, Center for Teaching Quality, and the Florida State Senate. Robinson earned a Master of Science in Political Science from Florida State University and Bachelor of Arts in Political Science from LaGrange College.
