Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

As a legal fellow of emergency management, Kathryn Van Tol supports and instructs local and elected officials in the field.

She joined the School of Government in 2021. Previously, Van Tol worked with the State of North Carolina Division of Emergency Management and the Office of Recovery and Resiliency. She also serves as Chief of Contract/Fiscal Law and Ethics for the Army Reserve Command.

Van Tol earned a bachelor's degree from Bryant University and her JD and LLM from Thomas Goode Jones School of Law.
