42 U.S.C. § 608(a)(9)(B)

If a federal, state, or local law enforcement officer asks for a specific TANF recipient's address, DSS must provide the address. State confidentiality laws do not prevent this limited disclosure.
The federal law applies to TANF recipients who are fugitive felons, parole or probation violators, and any person who "has information that is necessary for the officer to conduct the official duties of the officer." The law further states that "the location or apprehension of the recipient" must be within the officer's official duties.
