G.S. 130A-143

All information and records, whether publicly or privately maintained, that identify a person who has or may have any reportable communicable disease are “strictly confidential” and may be disclosed only as provided in the law. A social services agency may, for example, disclose information that identifies a person who has or may have a reportable communicable disease:
with the individual's written permission; pursuant to a court order (authorizes judge to review record in camera upon request of the person identified in the record).
