G.S. 7B-2102

Fingerprints and photographs of juveniles taken by law enforcement officers, law enforcement agencies, and county juvenile detention facilities are not public records, shall not be included in the clerk's record pursuant to G.S. 7B-3000, and shall be withheld from public inspection or examination. Detention facilities and the State Bureau of Investigation must release photographs to the Division of Juvenile Justice of the Department of Public Safety upon request. The confidentiality provisions of this section apply to the Division, except for publicity related to escaped juveniles pursuant to G.S. 7B-3102.
