G.S. 7B-2901
Juvenile court records maintained by the clerk of superior court in cases involving abuse, neglect, or dependency are not open to public inspection and may be examined only pursuant to court order or as otherwise provided by law.
The following persons may examine and copy the court record of a juvenile without a court order:
the juvenile;
the juvenile’s guardian ad litem;
the county social services department;
the juvenile’s parent, guardian, or custodian;
the attorney for the juvenile or the juvenile’s parent, guardian, or custodian.
