G.S. 110-139(b)

Nonjudicial records maintained by the state DHHS pertaining to child support enforcement are confidential and may be disclosed only to authorized representatives of social services agencies, public officials with duties related to child support enforcement, and members of legislative committees. 
The payment history of an obligor pursuant to a support order may be examined by or released to the court, the obligor, or the person on whose behalf enforcement actions are being taken or that person's designee.
Income and expense information of either parent may be released to the other parent for the purpose of establishing or modifying a support order.
