42 U.S.C. § 3058i

States shall use federal allotments under the Older Americans Act to develop systems to detect elder abuse, neglect, and exploitation, and information gathered pursuant shall not be released except with consent; to law enforcement, a public protective service agency, licensing or certification agency, ombudsman program, or protection or advocacy system; or upon court order.
Also requires social services agencies to use reasonable efforts to protect confidentiality by entering into memorandums of understanding with other agencies to proscribe narrow disclosure.
