North Carolina's Educational Service Delivery Model for Children with Hearing or Visual Impairments

This report was commissioned by the North Carolina Department of Health & Human Services and the Department of Public Instruction. The goal was to obtain an understanding of how the current model functions, what other states are doing in this area of service provision, and how stakeholders would like these services to be provided in North Carolina. The research is based on:

- A review of key legal statutes
- Site visits and meetings with administrators, teachers, parents, and students at several NC school districts and residential schools for the deaf or blind
- Research and interviews with major national organizations and policy leaders
- Fourteen focus groups involving state agency officials, school administrators, teachers, and parents
- A web survey for parents of students with hearing and/or visual impairments

In sum, over 450 North Carolinians provided information for this report.
