Application Analyst
Position Summary
The Finance and Operations Information Technology Department provides innovative, and responsive technology services to the University's business units in support of the University's mission of teaching, research, and public service. The department strives to provide technology to improve business processes and communication, reduce costs, and increase customer satisfaction.
Hybrid: This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
The IT Applications Analyst is a member of the Finance & Operations IT (FOIT) technical support team. This position is responsible for the development and support of applications used across various campus enterprises including the University Police Department (UPD), Parking and Transportation (PT), as well as other FOIT supported applications.
The selected candidate will be employed by the School of Government Services (SOG Services), but their work location and reporting responsibilities will be at the F&O Finance SCE. SOG Services assists faculty and staff at the UNC School of Government in carrying out its important mission: to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As a nonprofit organization and an official affiliated entity of the University of North Carolina at Chapel Hill, SOG Services also contributes to advancing UNC-Chapel Hill’s broader mission of academic excellence, research, and public service.
Essential Duties and Responsibilities
- Responsible for the administration, development and support of applications used across various campus enterprises including the University Police Department (UPD), Transportation and Parking (T&P), as well as other FOIT supported units. Primary functions include but are not limited to:
- Install, configure, and maintain enterprise systems, including operating systems
- Design, develop, test, and maintain responsive web applications (C#, .NET, MVC), in compliance with FOIT coding standards and version control policies.
- Design, implement, and optimize database schemas, queries, and stored procedures / functions for SQL Server.
- Design, document, and develop APIs for use both internally and externally
- Develop project timelines, track deliverables, maintain proper documentation, and provide status reports.
- Provide customer support, training and consulting services, participate in vendor engagements as a lead on medium to large-scale projects.
Minimum Qualifications (Knowledge, Skills, and Abilities)
- Bachelor’s degree in computer/information sciences or related field and 2-4 years' experience. Will accept a combination of related education and experience in substitution.
Required Qualifications, Competencies, and Experience
- Strong experience writing performant, scalable, and maintainable, object-oriented code using C#.
- Strong experience with relational databases and SQL and knowledge of data analysis tools to optimize query and process performance
- Strong experience writing HTML and JavaScript code, common web security issues (e.g., XSS, CSRF, SQL Injection) and experience in implementing secure coding practices.
- Demonstrated experience in large-scale application implementations, management, and support in a multi-organization setting.
- Required understanding of Active Directory, secure authentication methods (e.g., OAuth, Two-Factor Authentication (2FA)) and the implementation of role-based access control (RBAC)
- Demonstrated experience with networking concepts, including the ability to troubleshoot issues within the TCP/IP stack.
- Demonstrated strong and effective verbal, written, interpersonal communication skills, analytical and troubleshooting skills. Ability to work with internal and external customers, and vendors, as a lead on medium to large-scale projects, ensuring tasks are completed on time, within scope, and according to specifications.
