IIMC Clerks Certification Institute

The 2026-27 Clerks Certification Institute (CCI), which runs for 20 days over a year, provides instruction in subjects involving the core responsibilities of municipal and county clerks. This cohort will be offered in person only. The topics covered include the open meeting's law, the public records law, ordinance authority and adoption, local government board procedures, agenda preparation, meeting minutes, public notices, oaths of office, quasi-judicial proceedings, and many others. Successful completion of the CCI satisfies the education requirements specified by the International Institute of Municipal Clerks for designation as a Certified Municipal Clerk (CMC). It also satisfies the education requirements for designation by the NC Association of Municipal Clerks as an NC Certified Municipal Clerk (NCCMC) and for designation by the NC Association of County Clerks as an NC Certified County Clerk (NCCCC). Enrollment is open to municipal and county clerks, deputy clerks, and assistant clerks, as well as to those with equivalent responsibilities in regional government entities.

2026-27 Dates:

  • Week 1: August 3-7, 2026
  • Week 2: October 12-16, 2026
  • Week 3: February 8-12, 2027
  • Week 4: May 10-14, 2027

 

CERTIFICATION AND CONTINUING EDUCATION INFORMATION:

Certification: Completion of the Clerks Certification Institute fulfills the education requirement for designation as a CMC by the IIMC as well as a major part of the requirements for designation as an NCCCC or NCCMC by the respective state clerks association.

Any credits earned from this program are not applicable toward an academic degree at UNC.

Course Credit: The International Institute of Municipal Clerks (IIMC) has designated the School of Government of The University of North Carolina at Chapel Hill as the official education provider for municipal and county clerks in North Carolina. By participating in the School's clerk-focused programs, clerks can earn credit towards the IIMC's designations of Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC). The School also works cooperatively with the North Carolina Association of Municipal Clerks (NCAMC) and North Carolina Association of County Clerks (NCACC) to offer programs through which clerks who have obtained certification through the NCAMC or NCACC can earn continuing education credit.

CE Credit: 120 hours

 

REQUIREMENTS:

Attendance: Participants must attend all sessions.

Pre-requisites: There are no pre-requisites to register for this course. The main audience for this course is City/Town Clerks, City/Town Deputy Clerks, County Clerks, and Deputy County Clerks, though it is open to others performing clerk duties. While we wish we could admit all applicants, classroom and parking availability mean that space must be limited. We will accept applicants on a first-come, first-served basis. However, special priority will be given to those currently in the role of clerk or deputy clerk and those who have applied before but were unable to secure a spot.

CANCELLATION POLICY:

Course participants who cancel their registration more than 7 calendar days before the course start date will receive a full refund. Otherwise, participants will receive a transferrable credit to be used within 12 months. More information can be found in the full cancellation and refund policy.
