Protects the confidentiality of certain health information maintained by the NC DHHS and local health departments.
Applies to records containing (1) privileged patient medical information, (2) information protected by the HIPAA privacy regulation, and (3) information collected under the child lead program. 
The records are not public records.
Allows disclosure of information in records consistent with HIPAA for treatment, payment, research, or health care operations purposes.
