G.S. 131E-117

Provides that personal and medical records of nursing home patients are confidential. They may be disclosed:
With the patient's consent;
To members of the patient's family;
If necessary when transferring the patient to another health care institution; and
If required by other law or a third party payment contract.
It is possible that this state law could be considered more stringent than the HIPAA privacy regulation.
