For example, can a resolution proposing to change to voting districts leave the number of districts to be decided later; or can a resolution proposing that the mayor be elected by the voters leave the length of the mayor's term to be decided later?
That's not clear. Rather than take a chance on whether an alternative or an incomplete resolution satisfies the statute, it might be preferable for the council to adopt separate and alternative resolutions. For example, it might adopt resolution A, providing for an elected mayor with a two-year term, and resolution B, providing for an elected mayor with a four-year term. Then, at the end of the process, the council can adopt an ordinance that is based on one or the other resolution, with the unused resolution being discarded.
