In adopting the ordinance, may the council include charter amendments different from with the amendments proposed in the resolution of intent?
For example, if the resolution of intent proposed changing council member terms from two-year terms to four-year staggered terms, may the ordinance establish four-year terms but without the staggering?
No. G.S. 160A-102 directs that the ordinance "implement the amendments proposed in the resolution of intent." If a council wishes to retain choice, such as between staggered and non-staggered four-year terms, it needs to adopt alternative resolutions of intent, as suggested above in the answer to Question 20.
