Knapp Library

The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

In Rem Foreclosure Forms and Procedures with Digital Forms

More and more North Carolina local governments are turning to the in rem tax foreclosure process because of the cost and time savings it offers as compared to a traditional mortgage-style tax foreclosure. This new book on the in rem process offers insightful legal analysis, practical tips, and digital forms easily modified for the needs of local tax collectors. It updates and replaces the in rem portion of William A. Campbell’s 2003 book, Property Tax Lien Foreclosure: Forms and Procedures.
