School Board Control of Curricular Speech

Public school teachers in North Carolina have no First Amendment protection for their curricular speech. As a result, local school boards have a range of policy options for curriculum development and implementation. This article discusses current law, offers questions a local board may want to consider in adopting a policy, and gives examples of current local board policies.
