Position Summary
This Purchasing Specialist – IT Software and Services position is responsible for evaluating requisitions for completeness, and taking appropriate actions for effective, ethical and timely procurement of products and services for the University. This position works with various levels of University staff to ensure that all information security, data protection, digital accessibility, and risk management issues are addressed in the applicable legal documents. Primary focus will be on Software but may also be required to procure all categories of goods and services as team workload dictates. 
 
Hybrid: This position is eligible for a hybrid work arrangement that will include primarily remote work, consistent with System Office policy.  UNC employees are generally required to reside within a reasonable commuting distance of their assigned duty station.   Position currently requires onsite meetings once every other week and individual will be required to come to campus to meet with customers and suppliers as necessary.
 
The selected candidate will be employed by the School of Government Services (SOG Services), but their work location and reporting responsibilities will be at the F&O Finance SCE. SOG Services assists faculty and staff at the UNC School of Government in carrying out its important mission: to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As a nonprofit organization and an official affiliated entity of the University of North Carolina at Chapel Hill, SOG Services also contributes to advancing UNC-Chapel Hill’s broader mission of academic excellence, research, and public service.
 
Essential Duties & Responsibilities
  • Procure Software and Software as a Service (SaaS) for the University following appropriate State of North Carolina, University and/or federal policies.
  • Negotiate complex contractual agreements and place orders in a timely manner in accordance with State and Federal Procurement rules and regulations.
  • Provide internal customer support.
  • Provide vendor management.
      
Required Qualifications (Knowledge, Skills, Abilities)
  • Bachelor’s degree or equivalent combination of training and experience.  All degrees must be received from appropriately accredited institutions.
  • Strong customer service through written and verbal communication.
  • Ability to interpret and enforce policy requirements.
  • In depth knowledge in procurement of Software and Software as a Service (SaaS).
Preferred Qualifications
  • Five (5) years of experience negotiating complex business and legal terms in Software and/or SaaS agreements.
  • Familiarization with State of North Carolina and Federal procurement regulations.
  • Experience in PeopleSoft purchasing module.
