In some mayor-council cities, the council appoints an administrator, who then hires and fires employees. How is that possible?

In these cities the administrator's personnel powers exist by delegation from the council (as is permitted by G.S. 160A-155), and that delegation can be reversed at any time. A manager's personnel powers exist by statute, and the council cannot take them away.
