Faculty Member Norma Houston Will Advise State Leadership Team on Recovery and Resiliency

In January 2019, School of Government faculty member Norma Houston was named an advisor to the leadership team of the newly formed North Carolina Office of Recovery and Resiliency. Houston will continue her work at the School of Government but serve in an advisory capacity on issues such as FEMA programs and local government procurement.

The state office was formed within the North Carolina Department of Public Safety in order to streamline the administration of federal block grants for Hurricane Matthew recovery as well as plan for additional federal funding for residents affected by Hurricane Florence. Four other individuals were named to the leadership team including UNC Master of Public Administration alumni Laura Hogshead and Jim Klingler.

Houston joined the School of Government in 2006. Prior to that, she served as chief of staff and general counsel to State Senate President Pro Tempore Marc Basnight. She has also worked for UNC President Erskine Bowles and served as Dare County attorney, assistant attorney general in the N.C. Department of Justice, and staff attorney for N.C. Prisoners Legal Services. Houston earned both her undergraduate and law degrees from the University of North Carolina at Chapel Hill.

Houston curates an emergency management website for North Carolina public officials at sog.unc.edu/ncem. Local governments can find sample documents and the laws and authorities pertaining to emergency management as well as frequently asked questions on issuing local state of emergency declarations.
