Changes Related to Higher Education

This was a quiet year for higher education in the North Carolina General Assembly. The legislature granted mod- est budget increases for the University of North Carolina and the state’s community college system, mostly to cover costs related to enrollment growth. It gave the university the power to establish an airport authority, authorized commu- nity college trustees to ban smoking on their campuses, and changed the name of the School of the Arts.
