Forms of Government Change Log

In July 2017, the School began recording changes in the Change Log. The Change Log will note changes made by the General Assembly, as well as changes that are made by local ordinance pursuant to G.S. 160A-101, and that have been reported to the legislative library (as required by statute).

 

5/15/17 Franklin –Ordinance changed the style of the governing board from Board of Aldermen to Town Council.

6/6/17 Seagrove – Board elections changed from 4 years to 4-years-staggered (4S), and mayor’s term changed from 2 years to 4 years.

6/20/17 Biltmore Forest – Form of government changed from Mayor-Council to Council-Manager.

6/22/17 Centerville - S.L. 2017-43 repealed the Town of Centerville’s charter. Centerville has been removed from the Forms of Government database.

6/28/17 Raynham - S.L. 2017-58 changed the mayor’s term from 2 to 4 years, and it changed Board elections from 4-years-staggered (4S) to 4 years.

6/28/17 Orrum - S.L. 2017-58 changed the mayor's term and the council members’ terms from 2 years to 4 years.

6/28/17 Lincolnton - S.L. 2017-62 changed the mayor's term from 2 to 4 years.

7/1/2017 Ahoskie – Form of government changed from Council-Manager to Manager.

7/18/17 Holden Beach - Ordinance changed BOA term from 2 to 4-years-staggered (4S).

7/24/17 Hildebran – Form of government changed from Mayor-Council to Council-Manager. 

11/20/17 Asheville - S.L. 2017-83 directed the city to amend its charter to create six single-member electoral districts. The city adopted the ordinance subject to a referendum under GS 160A-102. The ordinance was defeated in the referendum on November 7, 2017 so the redistricting did not occur.

1/8/18 Cape Carteret - Ordinance changed the form of government from Mayor-Council to Council-Manager.

1/8/18 Village of Misenheimer - Ordinance changed the method of election from Primary to Plurality.

4/23/18 Aberdeen - Ordinance changed mayor term from 2 to 4 years beginning in 2021.

5/31/18 Surf City - Ordinance changed the style of the governing body from Board of Commissioners to Town Council.

6/12/18 High Point - Ordinance changed the council member terms from 2 to 4 years beginning with the 2019 municipal election.

6/29/18 Asheille - Elections to be held in even-numbered years beginning in 2020. One council member elected at-large; five elected from disticts. (S.L. 2018-123)

7/23/18 Town of Atlantic Beach - Ordinance changed election method from majority to plurality

7/25/18 Town of Murphy - Ordinance changed election method from partisan to plurality. 

7/27/18 City of Thomasville - Ordinance changed the mayor term and council member terms from 2 years to 4 years.

8/17/18 Bald Head Island - Ordinance changed mayor term from 2 to 4 years beginning in 2021. Mayor elected instead of selected by the governing board. 

11/20/18 Gastonia - Ordinance changed mayor term from 2 to 4 years beginning in 2021. 

12/06/18 Carolina Shores - Ordinance changed mayor term from 4 years to two years effective at the next mayoral election.

4/09/19 City of Lowell - Ordinance changed mayor term from 2 to 4 years and changed council terms from 2 years to 4 years-staggered (4S).

6/17/2019 Black Mountain, Biltmore Forest, and Ronda will hold elections in even-numbered years beginning in 2020.

8/20/19 Sawmills - Ordinance changed form of government to council-manager from mayor-council.  

9/16/19 City of Albemarle - Ordinance changed election method to nonpartisan plurality.

12/2020 Cedar Point changed to Council-Manager form of government. Governing board members will change from 4 to 5 in next election.

8/6/2021 Town of Burnsville changed to the council-manager form of government.

7/1/2022 Town of East Laurinburg dissolved.
