Knapp Library

The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

In May, faculty member Frayda Bluestein received the Grainger Barrett Award for Excellence from the North Carolina Bar Association Government and Public Sector Section. This award honors outstanding North Carolina government or public sector attorneys for their excellence, dedication, and passion for justice.

Bluestein was nominated by Robert Hagemann, attorney for the City of Charlotte, and Judith Welch Wegner, professor of law at the UNC School of Law. They lauded Bluestein for her writing and research in the area of local government purchasing law and her timely scholarship on difficult and pressing issues facing governments today. They also mentioned her long career in teaching and mentoring other faculty members.

“She has been a formidable force in helping the middle and younger cohort of School of Government faculty members come of age and embrace the ethic of public service that has been at the heart of the Institute/School of Government for so many years.”

In April, faculty member Tom Ross received the NC Bar Association's Judge John J. Parker Award. The award is given in Parker's honor to encourage the emulation of his deep devotion and enduring contribution to the law and to the administration of justice. Ross, who is the 38th recipient of the Parker Award, served as president of the 17-campus University of North Carolina system from January 2011 to the end of 2015. As of July 1, Ross will become president of the Volcker Alliance in New York City.
