Knapp Library

The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

The School of Government is closely monitoring the impact of the novel coronavirus. The safety of our employees, MPA students, and local and state public officials remain a top priority as we move ahead into program planning for Winter 2020–2021.

It is also a top priority to be responsive to state and local governments who need advising and assistance and to offer the same number and high quality of courses we have always offered.

We've learned a few things since March 2020 when we went fully online.

We're subject to UNC-CH, UNC System Office, Orange County, and the state government's policies around in-person interactions, and those change quite a bit and change quickly.

Many local and state government officials have told us how much they appreciate our pivot to online programming and not having to travel in order to take our courses.

Our faculty and staff, even though they are working remotely and taking care of their families during this pandemic, are as dedicated as they have ever been to carrying out the mission of the School of Government.

Some things just have to be done in person—with precautions and options to participate remotely.

With that in mind, most of our meetings and programs through June 2021 will take place online.

Some programs have been rescheduled until a future time when we can meet safely and in person.

We’re going to pilot a couple of safe, in-person interactions in the coming months to see whether we can be successful at doing so while remaining in compliance with applicable laws and guidance.

School of Government faculty and staff have the flexibility to attend in-person meetings and/or programs offsite and in person if the following prevention-related UNC community health standards can be met in those locations:

Hands are washed often.
Physical distancing is encouraged.
Face masks are required.
Spaces and surfaces are cleaned regularly.
Smaller group and virtual settings are encouraged.
