Expanding Affordable Housing Options in Communities Impacted by Hurricanes Matthew and Florence

In September 2021, the North Carolina Office of Recovery and Resiliency (NCORR) engaged the Development Finance Initiative (DFI) at the School of Government. DFI provided analysis to support NCORR's use of funds from the Community Development Block Grant for Disaster Recovery to expand and preserve rental-housing options for low- and moderate-income households in twenty-three areas recovering from the impacts of Hurricanes Matthew and Florence. DFI conducted a feasibility analysis of development potential within these areas and recommended strategies for deploying these funds. DFI also suggested long-term strategies for enabling better utilization of funding in the future. This report summarizes DFI's analysis and recommendations.
