Ahmed Rachid (A.R.) El-Khattabi

Research Director, Environmental Finance Center

Ahmed Rachid (AR) El-Khattabi joined the School of Government in 2023. He serves as research director for the School's Environmental Finance Center. In this role, he co-directs the EFC, overseeing daily operations, applied research, and other programmatic efforts, including the development of financial sustainability tools and dashboards, research design, and data management. 

Previously, El-Khattabi worked at the United States Environmental Protection Agency (US EPA) in the Office of Water as an Economist in the Water Economics Center (OW-WEC).

During his time at EPA, he co-developed an environmental justice batch screening tool (EJSCREENbatch) that received a national award. As a graduate student, he received the UNC Impact Award for Outstanding Graduate Research in 2019 for his work studying OWASA's use of a price-based water demand management approach.

El-Khattabi earned a Ph.D. in city and regional planning from UNC-Chapel Hill.
