Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

As technology support specialist, Randy Richter is the administrator of the School of Government's data warehouse. In that role, he is responsible for the security, availability, and integrity of data. Richter is also the School’s primary point of contact for information security questions.

He joined the School of Government in 2012. Previously, Richter served as the computer systems manager in a research lab at Indiana University and as a software developer for Secure Computing Corporation in St. Paul, MN.

Richter earned a bachelor's degree from the University of Minnesota.
