Knapp Library

The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

Join School of Government experts Kirk Boone, Joe Hyde, and Chris McLaughlin along with tax officials from across North Carolina to discuss the growing problem of property tax appraisers being threatened with civil and criminal litigation for simply doing their jobs. What does North Carolina law say about the issue of public appraisers entering private property? How can local tax officials protect their appraisers while still accomplishing their goal of accurately appraising all real property in their county? What lessons can we learn from other states? This interactive discussion will answer those questions and offer guidance on best practices for avoiding both taxpayer confrontations and legal jeopardy for tax officials.
